Designated Substance Survey

Under Section 30 of the Occupational Health & Safety Act the Act, it is the responsibility of the project "Owner" or "Manager" to arrange for a site assessment in order to evaluate if any designated substances are present at the subject project site prior to commencing a project. The main purpose of this assessment is to protect workers and the public from health and safety hazards on the job.
the current list of Designated Substances regulated by the Ontario Ministry of Labour, includes:
  • acrylonitrile
  • arsenic
  • asbestos
  • benzene
  • coke oven emissions
  • ethylene oxide
  • isocyanates
  • lead
  • mercury
  • silica (free crystalline silica)
  • vinyl chloride monomer (not PVC)

The most common of these are:
  • Asbestos - building and pipe insulation, fabricated materials such as gaskets and floor tiles, wall panels (transite) and joint compounds
  • Silica - (e.g. building materials)
  • Lead - found in piping and paints
  • Silica - building materials such as bricks, blocks and mortar
  • Mercury - lighting ballast, switches and thermostats

The Ontario Ministry of Labour has recently released a draft guideline for control of exposure to Lead and Silica on construction projects. The guideline provides procedures designed to minimize exposure of workers these substances during construction, renovation or demolition activities.

We can provide a comprehensive range of services for the assessment and remediation of designated substances including:
  • preliminary site inspection to evaluate the possible presence of designated substances;
  • obtain representative samples for third party laboratory analysis in order to identify the designated substances present, their locations and concentrations.;
  • quantify the designated substances present on the site;
  • provide recommendations to address the presence of the designated substances during building construction, renovations or demolition;
  • quantify the designated substances present on the site;
  • preparation of contractual procedures and specifications in order to perform the removal and disposal of the designated substances;
  • provide project management for the remediation work.
  • issue a closing report
